Well said ... it sure seems like those intent on risking damage ought to be the ones with the burden to prove that their activities are in fact safe, not the other way around - i.e. those arguing that the proposed activities are harmful having the burden to "prove it".
i.e. things would be a bit easier if we internalized and accepted the Precautionary Principle.
